Either do what everyone says, use some nailpolish remover and a q tip.

Or if you soak your hands in warm water, the nail polish will easily peel off if you rub it a little.

Tip for next time, apple vaseline on your cuticles (not the nail) and then paint your nails. Then just clean it up after with a q tip. (i got that from xsparkage)How can you clean off extra nail polish on the skin around the nail without takin it off the nail too?
take a q-tip or a latex sponge, soak it in polish remover, and carefully wipe the area where the extra polish is to remove it.

Here's a video on a good tip for you to use next time so that you won't get any mess on the skin around your nails again!

I use a q-tip. They have specialty made q-tips for that purpsose, they are more pointed than the normal q-tip. But it does the same job.
Take a Q-tip and dip it in your usual nail polish remover then gently rub it on the spots you want it off.
Use a cotton wool bud dipped in nail varnish remover.
use a small paintbrush and dip it in nail polish remover then try to get it of slowly if this doesn't work then try a q-tip
