Why is it so hard to nail people for backing into you in parking lots?

Twice this year different people have backed into my friend's parked car while leaving a parking lot. They always speed off before my friend can see their plate. The cops are never able to do anything without the plate number.Why is it so hard to nail people for backing into you in parking lots?
Its so hard because the police cannot prove who did it without a plate number, you probably couldn't find the person after they left either. Its just one of those things where people will be honest and pay or not and get away with it.Why is it so hard to nail people for backing into you in parking lots?
Because it is so difficult to find the offender without the plate number. You can't exactly say to Police that it was a red Ford, that would narrow it down to thousands.


Did your friend see if there was any security cameras around, they are a good way of getting plate numbers and for prosecuting the offender.
without the plate number it is a wild goose chase. parking lots are also considered private property.
